4 charged with selling cocaine in Lake in the Hills

Three men were arrested and a fourth suspect remains at large after they allegedly sold cocaine to undercover police officers in northwest suburban Lake in the Hills.

The McHenry County Sheriff’s Office Narcotics Task Force opened a investigation after receiving multiple reports of patrons selling cocaine inside a Lake in the Hills bar, according to a statement from the sheriff’s office.

During the investigation, detectives purchased about 7 grams of cocaine from four men. On April 29, authorities arrested 39-year-old Victor E. Velasco of Lakemoor; 25-year-old Jason M. Silberbauer of Lake in the Hills; and 22-year-old Lukas Cerniauskas of Crystal Lake, police said.

During Velasco’s arrest, investigators seized 29.5 grams of cocaine, six vials of steroids, 37 pills of steroids, three digital scales, five Xanax pills and $3,446 in cash, police said. The estimated street value of the cocaine was about $3,600.

Velasco was charged with a felony count of delivery of a controlled substance, two felony counts of possession of a controlled substance and one felony count of possession of ammunition without a FOID card, police said. He was also charged with misdemeanor counts of possession of drug paraphernalia and possession of steroids.

At the time of his arrest, Velasco was on parole for five counts of criminal drug conspiracy, two counts of delivery of a controlled substance and two counts of possession of a controlled substance, according to police. He was ordered held on a $350,000 bond.

Silberbauer and Cerniauskas were both charged with one felony count each of delivery of a controlled substance, criminal drug conspiracy and possession of a controlled substance, police said. Silberbauer was ordered held on a $60,000 bond while Cerniauskas’ bond was set at $50,000.

A fourth suspect, 38-year-old Christopher S. Caceres of Cary, remained at large early Tuesday, police said. An arrest warrant was issued charging him with three felony counts of delivery of a controlled substance, five counts of criminal drug conspiracy and three counts of possession of a controlled substance.
