A Chicago State University student, 24, who was allegedly sexually assaulted in September 2014 filed a lawsuit Friday against the suspect, who was on house arrest, the electronic monitoring company, and Cook County.

Aaron Parks, 17, was charged with felony home burglary and was wearing an electronic monitoring ankle bracelet while on bond. On Sept. 10, 2014, Parks left his home for over four hours, while wearing his ankle bracelet, according to the lawsuit.

Parks “traveled to the area” of the 9800 block of South Indiana, where he saw the woman – who is listed as Jane Doe in the lawsuit – and forced her to drive her car into a nearby alley where he sexually assaulted her, stole her wallet and clothes, according to the lawsuit.

The probation officer responsible for monitoring Parks was suspended, and the Cook County Juvenile Probation and Court Services Department was conducting an audit of all electronic monitoring records to determine whether this incident was isolated, the Chicago Sun-Times reported Sept. 16, 2014.

During Parks’ bond hearing Sept. 14, 2014, prosecutors stated the criminal justice student told Parks she was pregnant and showed him her belly, the Chicago Sun-Times reported at the time.

The lawsuit filed Friday also claims that Sentinel Offender Services, LLC failed to properly monitor Parks’ ankle bracelet and failed to report to the proper authorities that Parks had left his home.

The suit also claims Cook County failed to properly train and supervise Sentinel Offender Services, LLC “in the enforcement of its contractual terms of performance” when the company knew Parks “was a violent person, charged with a felony [and] in violation of his house arrest.”

Sentinel Offender Services, LLC, the law firm representing the woman and the Cook County Juvenile Probation and Court Services Department could not be immediately reached for comment.

The three-count lawsuit is seeking over $50,000 in damages.
