Former Signature Room employees will share $1.5 million in back pay and benefits after a federal judge ruled the operator of the famed restaurant and lounge closed in September without proper notice.

Unite Here Local 1, representing the 132 workers at the Signature Room and its lounge in the former John Hancock building, said in a lawsuit last October the employer failed to give 60 days notice of a closing or mass layoff, violating state law. The union filed the suit against Infusion Management Group, the restaurant operator.

The complaint alleged workers were notified of the closure in an email sent at 6 a.m. on Sept. 28, the day the restaurant and lounge closed its doors. The lawsuit asked that the workers receive pay, health insurance coverage and other benefits for 60 days under the state’s Workers Adjustment and Retraining Notification Act, known as the WARN Act.

On March 14, U.S. District Judge Harry Leinenweber ordered Infusion Management Group to pay the former employees $1.5 million in back pay and benefits and $22,725 in attorney fees.

In a news release, Unite Here said the overwhelming majority of the workers are people of color who worked as cooks, servers, bartenders and concierges. One-third of them had been working at the Signature Room for 15 years or more and eight celebrated their 30th work anniversary last summer.

The workers plan to celebrate the win on Thursday afternoon outside the former Hancock building at the southeast corner of North Michigan Avenue and East Delaware Place.

When a patient complained to Dr. Jennifer Lim of blurry vision in August 2017, the ophthalmologist had a hunch the symptoms might have something to do with the eclipse that had occurred a few days earlier.

Lim asked the patient if they'd looked at the sun during the eclipse without protection. They confirmed Lim's suspicions, explaining that they thought it was safe because they were wearing sunglasses and the sun was partially obscured.

"That's not enough, unfortunately," said Lim, who works at University of Illinois Hospital in Chicago's Eye and Ear Infirmary and is the director of retina services at UI Health.

The person had suffered solar retinopathy, or retinal burns, which can occur within a few seconds of looking at the sun without protection, Lim said. The results are blurred vision, blind spots and even permanent vision loss.

With sky-gazers across North America gearing up for another solar eclipse on April 8, Lim and other eye experts advised observers to avoid the risk of long-term damage by wearing approved eclipse sunglasses.

Observers who look at the sun without approved eye wear may not realize the damage they are experiencing — even when the sun is mostly blocked during a partial eclipse — because there are no pain receptors in the retina to alert about danger. Lim said symptoms may appear within hours of exposure

"What happens is the lens in your eye focuses all of that intense energy coming from the sun directly on your retina, much as it would any image and then that causes a photo-toxic reaction in the retina," Lim said. "So basically it puts a burn in your retina, and that burn occurs immediately."

Lim also cautioned against using the glasses with binoculars or phone cameras, as those devices can magnify the light and bypass the filters.

Dr. Manjot Gill, retina specialist at Northwestern Memorial Hospital, said dozens of people came in with vision issues after the 2017 eclipse. Most of those were false alarms, she said, but a handful did have symptoms that took weeks to clear up despite their injuries not being severe.

"Unfortunately, there's really no treatment. This can take several weeks to even months to clear up; this is not an overnight thing," Gill said. "In some cases the vision loss can be permanent."

The Adler Planetarium will hand out safe viewing glasses on the morning of the eclipse while supplies last. Pullman National Historical Park, 610 E. 111th Street, will hold a viewing party from 1 to 3 p.m. on April 8.

Someone without proper eye wear can safely observe a partial eclipse with a pinhole viewer.
With the spring migration on its way, Chicago bird safety advocates on Wednesday demanded that the city require new developments to use bird-friendly building standards.

When migratory birds pass through the city in the fall and spring each year, thousands of them are killed when they hit buildings. In just one night last fall, about 1,000 birds flew into McCormick Place Lakeside Center and died.

For the past four years, the Bird Friendly Chicago coalition has worked extensively with the Chicago Department of Planning and Development to create comprehensive guidelines to help developers design buildings to prevent birds from striking them, said Annette Prince, the director of Chicago Bird Collision Monitors.

And until late last year, Prince was hopeful the planning department would make those guidelines a requirement for any new projects in the city. But in January, Prince said officials decided the guidelines would be optional, and developers would be able to "score points" if they incorporated bird-friendly features.

"We want to make these measures mandatory, not an option, for developers looking to get permits or other grants from the city," Prince said. "Whether something lives and dies should not be optional."

No recommendations in the city’s current sustainability plan are required. But developers can score points for implementing any of the nine sustainable strategies in the plan, including for bird protection. If a project earns enough points, it is deemed sustainably compliant by the city.

The city is currently updating and revising its sustainability plan and checklist for building new developments and rehabbing existing buildings. A draft of that updated policy will be released on April 15 for public comment.

How bird-safe glass could prevent deaths

Birds get disoriented by glass because it reflects greenery and the sky, making it look like something they can fly into. At night, glass structures with their lights on also pose a hazard.

Bird-safe building features include decorative grilles and patterned glass, which help birds see the glass windows as solid structures but don't detract from the building's overall design and appearance.

"We know that not every building can be completely bird safe and we can't save every bird," Prince said. "We're not saying you have to go cover Willis Tower with a blanket. But we want the most critical and dangerous areas to be addressed."

Those dangerous areas include the building's facade at the ground level and lower floors because birds searching for food and shelter are likely to be flying closer to the ground.

"We really focused on making these guidelines comprehensive, but also achievable, useful and easy to understand," Prince said.

The Robert Crown Community Center in Evanston is a good example of a bird-safe building that used a lot of patterned glass, Prince said.

Tim Warren is the sales manager for Chicago-based glass supplier Torstenson Glass. After the mass collision at McCormick Place Lakeside Center last October, Warren said the company decided to start selling bird-safe glass to customers.

"We saw what happened and thought maybe there's something we can do and offer to the Chicagoland market to make their buildings safer for birds," Warren said.

Torstenson Glass sells Pilkington AviSafe glass, which is decorated with a pattern that doesn't obstruct the view or light from the inside, but signals to the birds that they can't fly into it, Warren said.

"Glass only continues to grow in popularity for building facades," Warren said. "The demand for this bird-safe glass is also going to continue to grow as people really start to understand the negative impact the built environment has on birds."

There's a misconception that this glass also comes at a significant cost, Warren said. And though there are types of bird-safe glass sold at a high premium, the glass sold by Torstenson costs 5% to 10% more than traditional glass, he said.

"And that price will drop when demand grows," Warren said. "And if the city implements a requirement, there will be a much larger market."

In 1977, when he heard a group of neo-Nazis wanted to dress up in uniforms with swastika armbands and hold a rally in Skokie, Holocaust survivor Ben Stern wasn't having any of it.

His rabbi at Skokie Central Congregation urged Jews to "close the shutters ... and let them march and pass by and get over with it," Mr. Stern recalled in “Near Normal Man,” a documentary about his life that was made by his daughter Charlene Stern.

"I jumped up and said, 'No, Rabbi. We will not stay home and close the windows. We will not let them march. Not here. Not now. Not in America. We will be in the streets and face it,' " he said. "And I heard the uproar that the people agreed with me".

Officials in Skokie — home then to many Holocaust survivors — passed measures to ban a Nazi march and threatened to arrest marchers.

The rally, initially planned for 1977, was postponed during a months-long legal battle.

The South Side-based neo-Nazi group, the Chicago chapter of the National Socialist Party of America, was represented in court by the American Civil Liberties Union of Illinois, which argued that stifling free speech in Skokie could lead to the infringement of free speech in places like the South when civil rights were on the line.

Mr. Stern, who died of heart failure at 102 on Feb. 28 at his home in Berkeley, California, wasn't involved in the legal battle. But he worked in other ways to opposed the march. In 1978, he rented a small office on Dempster Street in the north suburb and hired the daughter of his best friend to help reach out to synagogues, churches and other organizations to collect more than 750,000 signatures to ban the proposed Nazi rally.

Mr. Stern spoke with reporters and appeared on Phil Donahue’s talk show.

After getting threatening calls at home, he bought a gun.

The legal fight to ban the Nazi group from marching went all the way to the Supreme Court before failing. And the march, now given a go-ahead, was set for June 25, 1978. But faced with a huge counter-demonstration that Mr. Stern helped organize to meet the Nazis with thousands who opposed them, it never happened.

Instead, the neo-Nazis decided to hold a demonstration outside the Kluczynski Federal Building in downtown Chicago. About 25 of them ended up holding a 10-minute rally there that drew about 3,000 counter-protesters who threw bottles, eggs, rocks and sticks and, held back by police, shouted, "Death, death, death to the Nazis!"

Finding a way to Chicago

During a visit to the camp by First Lady Eleanor Roosevelt, the couple met an American soldier who was accompanying her. The soldier was Jewish and from Chicago. They asked him to send a message to Kielmanowicz's Chicago relatives, hoping they could sponsor them as immigrants to the United States.

The plan worked and, in 1946, they made their way to the United States. Mr. Stern worked as a carpenter for several years in Chicago before getting into the laundromat business. With several partners, he ultimately owned about 12 laundromats in the Chicago area.

Mr. Stern was born Bendit Sztern on Sept. 21, 1921, in Poland. He changed his name to Ben Sterm when he moved to the United States.

His father Shimon Sztern was a Jewish scholar. His mother Yentl Sztern helped run her family's general store. The couple had three children together and brought six children to their family from previous marriages.

Everyone in the family except Mr. Stern and a half-brother who left Europe before World War II began died in the Holocaust.

"My father was liberated by the American Army, but he said he was not a free man until he let go of hatred," Charlene Stern said. "He lost almost his whole family, his whole community. But, when I was born, he was able to let go when he saw my face and was able to live the life he wanted to live."

Mr. Stern and his wife lived on the far South Side when he first moved to the United States. He later was a longtime resident of Skokie before moving to Northbrook, Florida and finally Berkeley in 2008 to be closer to family. His wife died in 2018.

In 2017, Mr. Stern was featured in news stories when he took on an unexpected roommate — Lea Heitfeld, a German student whose late grandparents had been Nazis. She disavowed their beliefs and was working toward an advanced degree in Jewish studies at the Graduate Theological Union in Berkeley.

Charlene Stern said of her father: "He taught me lessons of kindness, courage and hope. I just want to tell you I'm really sad right now that he's gone."

Mr. Stern regularly spoke to community groups and schools.

Last year, when his daughter asked whether he was up for attending a grandson's bar mitzvah, he responded: "For what else am I alive? I'm going."

He even joined in the traditional Jewish circle dance, the hora.

"That was the top of the mountain for him, for sure, what a way to bookend his life," his daughter said.

Mr. Stern's survivors also include another daughter, Susan Stern, his son Norman Stern, seven grandchildren and nine great-grandchildren. Services have been held.

HARTFORD, Conn. — Former U.S. Sen. Joe Lieberman of Connecticut, who nearly won the vice presidency on the Democratic ticket with Al Gore in the disputed 2000 election and who almost became Republican John McCain's running mate eight years later, has died, according to a statement issued by his family.

Lieberman died in New York City on Wednesday due to complications from a fall, the statement said. He was 82.

The Democrat-turned-independent was never shy about veering from the party line.

Lieberman's independent streak and especially his needling of Democratic presidential nominee Barack Obama during the 2008 presidential contest rankled many Democrats, the party he aligned with in the Senate. Yet his support for gay rights, civil rights, abortion rights and environmental causes at times won him the praise of many liberals over the years.

“In an era of political carbon copies, Joe Lieberman was a singularity. One of one," said Connecticut Sen. Chris Murphy, a Democrat. "He fought and won for what he believed was right and for the state he adored.”

Over the last decade, Lieberman helped lead No Labels, a centrist third-party movement that has said it will offer as-yet-unnamed candidates for president and vice president this year. Some groups aligned with Democrats oppose the effort, fearing it will help presumptive Republican nominee Donald Trump win the White House.

The group on Wednesday called Lieberman's unexpected death a “profound loss,” describing him as “a singular figure in American political life who always put his country before party.”

Lieberman came tantalizingly close to winning the vice presidency in the contentious 2000 presidential contest that was decided by a 537-vote margin victory for George W. Bush in Florida after a drawn-out recount, legal challenges and a Supreme Court decision. He was the first Jewish candidate on a major party’s presidential ticket and would have been the first Jewish vice president.

Gore said in a statement Wednesday night that he was profoundly saddened by the death of his one-time running mate. He called Lieberman “a truly gifted leader, whose affable personality and strong will made him a force to be reckoned with" and said his dedication to equality and fairness started at a young age, noting Lieberman traveled to the South to join the civil rights movement in the 1960s.

“It was an honor to stand side-by-side with him on the campaign trail,” Gore said.

Lieberman sought the Democratic presidential nomination in 2004 but dropped out after a weak showing in the early primaries. Four years later, he was an independent who was nearly chosen to be McCain’s running mate. He and McCain were close pals who shared hawkish views on military and national security matters.

McCain was leaning strongly toward choosing Lieberman for the ticket as the 2008 GOP convention neared, but he chose Sarah Palin at the last minute after “ferocious” blowback from conservatives over Lieberman’s liberal record, according to Steve Schmidt, who managed McCain’s campaign.

Lieberman generated controversy in 1998 when he scolded Bill Clinton, his friend of many years, for “disgraceful behavior” in an explosive speech on the Senate floor during the height of the scandal over his relationship with Monica Lewinsky. Yet Lieberman later voted against the Clinton's impeachment.

Though he had a tortured relationship with Democrats, Lieberman defended his partisan switches as a matter of conscience, saying he always had the best interests of Connecticut voters at heart. Critics accused him of pursuing narrow self-interest and political expediency.

In announcing his retirement from the Senate in 2013, Lieberman acknowledged that he did “not always fit comfortably into conventional political boxes” and felt his first responsibility was to serve his constituents, state and country, not his political party.

During his final Senate speech, Lieberman urged Congress to look beyond party lines and partisan rancor to break Washington gridlock.

“It requires reaching across the aisle and finding partners from the opposite party,” said Lieberman. “That is what is desperately needed in Washington now.”

Harry Reid, who served as Senate Democratic leader, once said that while he didn’t always agree with the independent-minded Lieberman, he respected him.

“Regardless of our differences, I have never doubted Joe Lieberman’s principles or his patriotism,” Reid said. “And I respect his independent streak, as it stems from strong convictions.”

Privately, some Democrats were often less charitable about Lieberman’s forays across party lines, which they saw as disloyal. He bolted his party and turned independent after a 2006 Senate primary loss in Connecticut.

Lieberman’s strong support of the Iraq War had hurt his statewide popularity. Democrats rejected Lieberman and handed the 2006 primary to a political newcomer and an anti-war candidate, Ned Lamont, who is now serving a second term as Connecticut governor. Citing his Senate experience, congressional clout and support for the state's defense industry, Lieberman went on to win reelection to a fourth term as an independent.

Many of his Democratic allies and longtime friends, including former Sen. Chris Dodd, had supported Lamont in that election. Lieberman was candid about what he considered a betrayal by old pals such as Dodd, but the two men later reconciled.

In a statement issued Wednesday expressing condolences, Lamont said he and Lieberman eventually became friends after their grueling and contentious race.

“While the senator and I had our political differences, he was a man of integrity and conviction, so our debate about the Iraq War was serious,” Lamont said in a statement. “I believe we agreed to disagree from a position of principle."

“When the race was over, we stayed in touch as friends in the best traditions of American democracy. He will be missed," he added.

After his rebound reelection in 2006, Lieberman decided to caucus with Democrats in the Senate, who let him head a committee in return because they needed his vote to help keep control of the closely divided chamber. But it wasn’t long until Lieberman was showing his independent streak and ruffling his Democratic caucus colleagues.

Despite the decision of Democrats to let him join their caucus as an independent, Lieberman was an enthusiastic backer of McCain in the 2008 presidential contest.

Lieberman’s speech at the 2008 GOP presidential nominating convention criticizing Obama, the Democratic presidential nominee, struck a deep nerve with many Democrats.

Lieberman cast Obama as a political show horse, a lightweight with a thin record of accomplishment in the Senate despite his soaring eloquence as a speaker.

“In the Senate, during the 3 1/2 years that Sen. Obama has been a member, he has not reached across party lines to ... accomplish anything significant, nor has he been willing to take on powerful interest groups in the Democratic Party to get something done,” Lieberman said at the convention.

“Eloquence is no substitute for a record,” he said.

Lieberman campaigned heartily across the country for McCain. Many Democrats considered it a betrayal to Obama and his former party colleagues.

“Joe Lieberman has said things that are totally irresponsible when it comes to Barack Obama,” House Democratic leader Nancy Pelosi of California said in a radio interview during the 2008 race. On Wednesday, Pelosi called Lieberman a “leader of integrity and patriotism” while acknowledging they often disagreed on politics in a message posted on X.

After the election, there was speculation Senate Democrats might strip Lieberman of his chairmanship of the Senate Homeland Security and Governmental Affairs Committee as payback. Sen. Patrick Leahy, D-Vt., chair of the Judiciary Committee, was among those who said Lieberman should lose his chairmanship. Leahy branded Lieberman’s attacks on Obama as “beyond the pale.”

But at Obama’s urging, Senate Democrats decided not to punish Lieberman for supporting McCain and the GOP ticket. Obama was eager to strike a bipartisan tone for his presidency and giving Lieberman a pass helped reinforce that message. On Wednesday, Obama acknowledged they “didn't always see eye-to-eye,” but noted Lieberman had an “extraordinary career in public service.”

Vermont Sen. Bernie Sanders, an independent and staunch liberal, called Lieberman's convention comments a “slap in the face” for millions of Americans who backed Obama.

Connecticut Democrats considered censuring Lieberman. Longtime friend and former chairman of the state party, Nick Balletto, acknowledged many were unhappy with Lieberman and how that discontent overshadowed everything he had done for the state. Before the U.S. Senate, Lieberman served in the state Senate and as Connecticut attorney general.

“He was the most genuine, honest, straightforward politician you’d probably ever meet. What you saw is what you got,” Balletto said. “His issues were the issues of the people. ... He didn’t move because it was where the wind wanted to be today. He stayed strong in what he believed in his heart and his mind.”

Lieberman was known in the Senate for his hawkish foreign policy views, his pro-defense bent and his strong support for environmental causes.

Five weeks after the Sept. 11, 2001, attacks, he became one of the first politicians to call for the ouster of Iraqi leader Saddam Hussein and later voted in favor of the military invasion of Iraq. His vocal support for the war would later help doom his candidacy in the 2006 Connecticut Democratic primary.

Lieberman tended to vote with Democrats on most issues and was a longtime supporter of abortion rights, a stance that would have proved problematic with conservatives had McCain chosen him as his running mate in 2008.

He played a key role in the legislation that created the Department of Homeland Security.

Lieberman grew up in Stamford, Connecticut, where his father ran a liquor store. Lieberman graduated from Yale University and Yale Law School in New Haven. As Connecticut’s attorney general from 1983 to 1988, he was a strong consumer and environmental advocate. Lieberman vaulted into the Senate by defeating moderate Republican incumbent Lowell Weicker in 1988.

After leaving the Senate in 2013, Lieberman joined a New York City law firm. His funeral will be held Friday at Congregation Agudath Sholom in his hometown of Stamford. An additional memorial service will be announced at a later date.

Lieberman and his wife, Hadassah, have four children.

Eileen O'Neill Burke's lead over Clayton Harris III in the Democratic primary for Cook County state’s attorney grew slightly Wednesday after a week of steady shrinking, but the ever so tight contest remains unresolved.

The latest batches of mail-in ballots tabulated by city and suburban election officials show O'Neill Burke leading Harris by 1,637 votes, a slight increase from Tuesday, when the two were separated by 1,598 votes.

Based on the unofficial results, O’Neill Burke, a retired appellate court justice, now leads Harris, a university lecturer, 50.16% to 49.84%. That margin is only a hundredths of a percentage point different from Tuesday's.

The campaigns are in somewhat of a holding pattern as the methodical counting of mail-in votes continues now more than a week after polls closed on March 19. Election officials have said the counting will continue until the April 2 deadline to certify a winner.

Both campaigns have indicated they are prepared for a range of outcomes, which Harris' team has said include a potential recount. State law doesn't allow automatic recounts. If the current margin holds, Harris would have to request one and his campaign would be responsible for paying for it.

"Given the evolving dynamics in this race since Election Day, it is important to wait and ensure every vote is counted through the April 2 deadline," a spokesperson for the Harris campaign said on Wednesday.

That came after the Cook County clerk's office said it tallied 255 mail ballots on Wednesday, while the Chicago Board of Election Commissioners said it processed just over 2,800.

Provisional ballots are only counted if the voter’s eligibility is eventually verified.

A Chicago Board of Election Commissioners staff member initially logged the incorrect number of provisional ballots received on election day, reporting 2,882 ballots instead of 1,882, officials said Monday. Max Bever, spokesperson for the Chicago Board of Election Commissioners, said in a statement that he had mistakenly left out ballots received by mail on the evening of March 18, a day before the primary, in previous totals.
