WASHINGTON–After 13 people were shot in a South Side Chicago park on Thursday night, Mayor Rahm Emanuel is returning to Chicago, a City Hall official said, canceling an appearance Friday afternoon in New Jersey for Democratic Senate candidate Cory Booker and meetings with two cabinet secretaries.
