Jack Higgins’ take on Obama’s lack of Syria strategy

After holding off on putting together a strategy to defeat Islamic State militants in the Middle East, President Barack Obama said he’ll meet with congressional leaders Tuesday, then give a speech Wednesday that begins laying out a strategy.
