GREEN BAY, Wis. — Cornerback Charles Tillman will start for the Bears on Monday night after nursing his knee injury back to health, while any remote chance of Jay Cutler playing against the Packers was just that.

Cutler and linebacker Lance Briggs are, as expected, inactive.

Earlier this week, wide receiver Brandon Marshall suggested Cutler, who has a torn groin, would be able to play. He never practiced.

Briggs has a fractured shoulder.

Other Bears inactives include: wide receiver James Anderson, guard James Brown, tackle Jonathan Scott , defensive tackle Cornelius Washington and defensive tackle Zach Minter.

Rookie Khaseem Greene will start for Briggs.

The Packers, as expected, listed tight end Jermichael Finley and linebacker Clay Matthews as inactive.
