A 23-year-old man was shot to death Sunday night in north suburban Waukegan.

Officers responded to shots fired in the 1500 block of 11th Street at 8:30 p.m. and found Michael Q. Sierra lying in the street, according to Waukegan police.

Sierra, of Beach Park, was taken to Vista Medical Center where he was pronounced dead, police said.

Detectives believe the incident began as an encounter that escalated to the shooting.

The suspect was described as a black man in his late teens or early 20s, with short dreadlocks and wearing a dark winter coat, police said. He was seen walking away from the area.
