An Elgin man has been charged with stealing 30 packs of cigarettes, worth about $210, during a break-in March 3 at a business in the 1100 block of Larkin Avenue, according to police in the Kane County city.

Arrested March 17 and charged with a felony count of burglary, James M. Hibbing, 30, is being held on $20,000 bail, according to the Kane County sheriff’s office.
