SPRINGFIELD — Democrat Pat Quinn debuted a new television ad Wednesday, taking aim at a company that was accused of defrauding Georgia’s state Medicaid program and that once was owned by Republican Bruce Rauner’s former private equity firm.

The ad focuses on a $13 million Medicaid fraud settlement obtained by federal prosecutors in 2011 from New York-based APS Healthcare Midwest, which was once owned by GTCR, the Chicago company Rauner chaired until 2012.

The company provided case and disease management services to Georgia Medicaid recipients, but federal investigators contended APS didn’t provide that work for a “large portion” of the patients it was hired to service and that it overbilled the state.
